Template 1: General Community Member (County Council)

Subject: Keep the Spence Eccles Freestyle Pool Open During Summer (June–September)

Dear Summit County Council Members,

I’m writing as a community member to request enforceable protections for continued access to the Spence Eccles Freestyle Pool during construction at Utah Olympic Park. This facility supports athletes, families, seasonal jobs, and Utah’s Olympic legacy.

Please ensure any Development Agreement amendment includes clear conditions that:

  • Keep the pool operating during peak summer training season (June–September);
  • Limit any closures to short, essential windows with advance public notice; and
  • Maintain equitable access for Utah clubs and community programs.

Thank you for protecting the community benefits that make Utah Olympic Park special.

Thanks,

Template 2: Concern About Reclassification (Conditional → Low Impact)

Subject: Please Do Not Downgrade Review — Keep Proper Oversight (Conditional → Low Impact)

Dear Summit County Council Members,

I’m writing to express concern about changing the project’s classification from a higher-review category (often described as “conditional”) to a lower-review category (often described as “low impact” or similar). The stakes for the community are significant — including public access, athlete safety, and the continuity of Utah’s Olympic development pipeline.

Whatever the label, I respectfully request that Council ensure the amendment receives the appropriate level of scrutiny, with clear, enforceable conditions that protect:

  • Summer access to the Spence Eccles Freestyle Pool (June–September);
  • Transparent notice and public communication about any closures, impacts, or schedule changes; and
  • Accountability through measurable requirements and remedies if commitments are not met.

Please keep the review standard high enough to match the real-world impact on families, athletes, and seasonal workers.

Thanks,

Template 3: Parent / Athlete / Coach (Safety & Continuity)

Subject: Protect Athlete Safety & Training Continuity (June–September Access)

Dear Summit County Council Members,

I’m writing as a parent/athlete/coach to request that the Spence Eccles Freestyle Pool remain open and accessible during peak summer training season (June–September). Training continuity is essential for safety and progression — and interruptions force athletes to seek training far away, at high cost, or not at all.

Please include enforceable conditions in the Development Agreement amendment that keep the pool operating during summer, with only brief, essential closures, strong advance notice, and equitable access for Utah clubs.

Thank you for supporting athlete safety and Utah’s Olympic legacy.

Thanks,

Template 4: Business Owner / Economic Impact

Subject: Protect Summer Operations — Jobs, Visitors, and Local Spending

Dear Summit County Council Members,

I’m writing as a local business owner/resident to request that the Spence Eccles Freestyle Pool remain open during summer training season (June–September) throughout construction at Utah Olympic Park. The pool supports seasonal jobs, visiting athletes and families, and local spending that benefits businesses across Summit County.

Please ensure the Development Agreement amendment includes enforceable conditions that preserve summer operations, require clear public notice, and maintain equitable access for Utah clubs and community programs.

Thank you for balancing responsible development with community benefits and economic stability.

Thanks,

Template 5: Summit County Resident (Land Use & Community Benefit)

Subject: Add Enforceable Conditions That Protect Public Benefit

Dear Summit County Council Members,

I support responsible development at Utah Olympic Park, but the community benefits must remain protected. Please ensure the Development Agreement amendment includes clear, enforceable conditions that keep the Spence Eccles Freestyle Pool open during summer (June–September), provide advance public notice for any impacts, and maintain equitable access for Utah clubs and community programs.

In addition, please ensure the amendment includes accountability mechanisms so commitments made during the approval process remain real during construction.

Thanks,
